Get Field Mechanics to level 5 if you haven't already. This will give you 25% more armor for all of your dropsuits and vehicles and doesn't require a lot of SP.

I also use Type-II Heavy. Go for Shield Enhancements 4. The Complex Shield Extenders give 66 HP each (Twice as much as Enhanced Shield Extenders)

If the driver or passenger is in range of your explosives then the vehicle most likely will be too so the vehicle will get damaged but you would hurt the driver or passenger.
